|
The workforce has significantly changed since the Commonwealth of Massachusettss retirement system was instituted in 1946. Workers change jobs more often, more women are in the workforce, and people are retiring earlier and living longer. This study examines the benefits under the Commonwealths pension system and the implications for state employees of not being part of the Social Security system. It concentrates on comparing the benefits and contribution rates in the Commonwealths system to other public pension plans that combine a public plan with Social Security. |

This study examined the state pension system of California, Massachusetts, Oregon, Pennsylvania, Tennessee, Texas, Washington and Wisconsin. The objective of the study was to compare the pension provisions of each of these states in terms of the benefits to women and the federal requirements under the Employee Retirement Income Security Act of 1974. The provisions examined included vesting requirements, cost-of-living-adjustments, spousal waiver requirements, Joint and Survivor provisions, pre-retirement survivor benefits, and qualified domestic relations orders provisions. |
